HALTI – Better and more reliable reporting with a new data warehouse

The State Treasury needed to modernise the organisation’s finance data warehouse and develop its reporting. Digia implemented the new HALTI system, which among other benefits streamlines and standardises reporting, and ensures more accurate calculations.

 

The State Treasury is a multidisciplinary government agency under the administrative umbrella of the Ministry of Finance. It is responsible for a large part of the financing of the Finnish State on a centralised basis, generates Group services connected with the economy and personnel of State agencies, handles State accounting and accident-related reimbursements, and grants military disability and criminal injury compensation to citizens.

The State Treasury sought to modernise its finance data warehouse and develop its reporting to be clearer and more reliable. The data provided by the earlier data warehouse was limited in scope and difficult to maintain. In addition, considering the functionalities, the maintenance costs were high.

The new system yields transparency

The State Treasury wanted a data warehouse in which data on loans and guarantees granted with State funds would be more easily available and in which the background calculations for the reports would be more transparent.

The State Treasury’s earlier data warehouse system, Lappi, was replaced with an entirely new system: Halti. It was implemented with Microsoft SQL Server technology and the Data Vault solution, which enables better scalability and receiving more extensive amounts of data from source systems. The architectural solutions of this state-of-the-art data warehouse give users freer hands to produce reports and greater transparency with regard to the accuracy of the results.

The implementation method ensures, for instance, that the data warehouse receives more usable data, the reports are unambiguous, and the system produces more accurate calculations and financial figures.
