City of Tampere modernizes its financial management system – Digia wins 2.6 MEUR contract
Digia was selected as the supplier of the financial management core system. The aim of the renewal is to modernize processes and ensure optimal use of data, artificial intelligence, and automation to enhance the city’s vitality and competitiveness.
Tampere is Finland's most attractive and third-largest city, with a population of more than 260,000 people. At the end of 2025, the city's personnel were approximately 9,200.
"Tampere’s system reform marks a significant opening in the market for municipal financial management systems. We expect this collaboration to deliver functional and efficient processes, better use of data, and an active development partnership that accelerates Tampere’s renewal", says Mikko Koskela, Financial Director of Tampere.
The procurement of the core financial system was carried out through a negotiated procedure. Digia's solution was the most economically advantageous and best met the needs of the city's financial administration. The value of the contract over a six-year period is approximately €2.6 million. The contract is valid until further notice.
In the future, Digia's Finnish Digia Envision system, developed for public administration, will be used to manage the city’s accounts, ledgers, fixed assets, internal accounting, and reporting.

The system reform is a significant project for the city and will also contribute to the implementation of other entities in the digital roadmap. The system also supports the goals of digital sovereignty in public administration.
The introduction of the new financial management systems will take place in stages during 2027–2028. The old system is intended to be phased out by 2028.
