State Treasury selects Digia as its IT development partner with a EUR 10 million agreement

Digia has been chosen as the State Treasury’s development partner for IT expert services through a competitive tendering process. The eight-year agreement is worth about EUR 10 million. The State Treasury is the Ministry of Finance’s most important partner in implementing central government steering and developing service processes.

In the development partnership, Digia will work with experts from the State Treasury to create modern data service platforms for the finance sector, municipalities and wellbeing service counties. Digia will also be responsible for the support and maintenance of these systems.

“In line with its strategy, the State Treasury’s goal is to digitalise public services and enable an excellent customer experience. They are making considerable investments in both the digitalisation of service processes and the IT management support services that are required by the Ministry of Finance. The modern, cloud-based data platform services that are now under development will support key aspects of these goals,” says Sami Paihonen, SVP, Digital Solutions Business Unit at Digia.

Data platforms enable proactive and transparent financial reporting and the digitalisation of service processes

The financial data platform is being developed to facilitate reporting by the State Treasury’s Finance Division to the Treasury’s senior management and debt management function, and to other organisations such as the Ministry of Finance, Statistics Finland, the National Housing Fund and Business Finland. The financial information services of municipalities and wellbeing service counties handle financial reporting for wellbeing service counties, municipalities, joint municipal authorities, municipal groups, state enterprises, and water supply and sewerage units.

“The data service platforms’ technical architecture is based on Microsoft Azure’s cloud-native components. Digia is one of Microsoft’s strategic partners, and the only independent Finnish IT company in Microsoft’s Inner Circle partner network. We’re able to offer the State Treasury a reliable development partnership based on Finnish IT expertise, an accessible, high-quality and user-friendly open-source solution, and comprehensive service management services,” says Paihonen.

Digia has the most comprehensive IT service offering in Finland and a strong track record in implementing and developing critical public-sector data service platforms that meet standardised reporting requirements.

“For us, this partnership with the State Treasury is both a significant recognition of our long-term efforts and a show of confidence in our ability to promote the digitalisation of the Finnish government’s critical information service functions. We’re perfectly placed to act as a comprehensive partner for critical information services that combine agility with modern technologies in demanding multi–operator and stakeholder environments. Our operations always revolve around creating an intelligent customer and employee experience, and our mission is to enable developments in both digital business and society as a whole,” says Paihonen.
